Automatically qualified ; France, Great Britain, Spain, Italy, Germany and last years winner; Austria. Special invitation; Australia
To the finale from the first round; Albania, Armenia, Belgium, Estonia, Georgia, Greece, Hungary, Romania, Russia and Serbia
And from the second round; Lithuania, Poland, Slovenia, Sweden, Norway, Montenegro, Cyprus, Azerbaijan, Latvia and Israel
